He is entitled to a HOR move one time in his military life.
Mrs JVB is correct when she stated that its however much weight he has left on his weight allowance. If he used the whole thing when he joined up, then its gone. Most people don't, when you are 18 you typically have clothes and CDs.
Here's the other part of the rub: It has to be from his HOR. So if you live in his hometown and can get your stuff to his mom's or wherever.

It can depend on how long he has been there and how much longer he has at that location. he might be able to do one but it will have to be cleared first. usually it has to be done within a certain amount of time. You are also limited on teh weight because it is as a Single AD member so that will only be a few thousand pounds.

the only way would be if when he PCSd to his current location he did not use all of his weight allotment AND he still has at least 12 months left there before he can REQUEST a Household Goods Move. it does NOT Have to be granted especially since they will only move HIS stuff, not yours.

Home of record is where you enlist at. It is used to base your state taxes and it doesn't change every time you move. It's not involved with getting you moved after being married.

That answer can be answered by his First Shirt or the Orderly Room.
Or you can call the TMO office at the base.
The Household Goods Section can tell you all of your entitlements.
