Bad credit shows irresponsibility with one's own finances, and may indicate irresponsibility with others finances. Many companies, particularly those in the financial sector, would choose not to hire such employees -- that's WHY they do the credit check. Your sister disclosed her bad credit at the interview, but the company retains the right to rescind the job offer on review of the background/credit check, depending on how bad her credit really is, and her reasons for it.
