Is The Portland, Or Public Education System Improving?

I am finishing my bachelors this year then will be attending online school for my masters in education. I have been hearing though that it is impossible to get a teaching job in Portland. Is this true? I am also hearing that they are working to increase starting salary but is this something that is extremely unlikely? I am not after the money at all, but I want to be in good teaching conditions.
Also, I would like to be near downtown, what are those districts like? (be as detailed as possible please) I have never been to Portland but would be moving with my husband so would really appreciate honest advice.

    When I graduated new teachers were wanted because they were cheap and the old teachers were quickly bailing. not sure about now. If you work near downtowen stay west of the river or you’ll be in for a rough time teaching. The best places to teach are out in the burbs, but SW Portland is still nice.
    I went to school in Hillsboro, about 15mi from dowtown, so I can’t tell you too much about the Portland School District.
