Give it a little while longer and see if they continue to dangle the carrot. If nothing pans out, start apply to other places and be VERY QUIET about it so no one knows.

Not me, I'd definitely look around, of course on a low key basis. No need to lose a job. What happens if nothings gained? They don't need to know your looking until you've got that other position with the competitor. Not until they let you know just how valuable you really are. What will they do come two week notice time? Will they fight for you?

Sounds like you work for the company I JUST LEFT!
They never promoted women or minorities and, surprisingly, it was one of the biggest/oldest companies in the country.
Good-ol'-boy network all over the place.
I guarantee you, you will never get promoted until the head quits/gets fired/sells the company and the chain of change trickles down to your boss.
Search for another position. Then approach your boss with an ultimatium - promote me or I leave.
You might even want to talk to a lawyer/attorney if you feel you defiantely have a case.
Good luck!
