    Skills training such as refridgeration, car mechanics, electrician, plumber, etc, are what I believe you are addressing.

    The primary motivation I can see students seeking those careers is the less amount of school work required. By concentrating on the skills themselves, all of the language courses and humanities (socialogy, history, religious, etc) courses are bypassed. This speeds the career progression from a 4+ years down to a number of months. The student can rapidly begin work and earning money, rather than spending money.
